PILOT GOVERNANCE
Animal welfare, local verification, and economic discipline come first.
- Each pilot requires a local needs assessment, defined participants, a written budget, and measurable objectives.
- Livestock activities require suitable shelter, feed and water, humane handling, sanitation, records, and qualified animal-health guidance.
- Animals, supplies, and payments are not promised before eligibility, site readiness, partner, and budget controls are complete.
- PDC will track survival, production, costs, losses, sales, learning, and reinvestment before expansion.
